Each country decides which of its own authorities verifies a document first. Some use a single central office. Others need a state or provincial step before a national one. The UAE stages then follow.
Since September 2025, UAE Embassy and MOFA attestation for Indian documents are issued together digitally inside India. Older guides may still show these as two separate stages. Send us a scan and we will confirm the current position.
