It confirms the document has already been authenticated by the home country's own Ministry of Foreign Affairs, and is now fit to proceed to the final MOFA Dubai step. It is not the final stamp — it's the mandatory step before the final stamp. GDRFA, ICP, MOHRE, KHDA-regulated schools and UAE courts only accept documents carrying both the UAE Embassy stamp and the subsequent MOFA Dubai attestation together. Without the embassy stamp, MOFA has nothing to verify against and cannot proceed.

This is the part of attestation most people find hardest to manage themselves, since it happens in a different country and usually needs someone physically present at the embassy counter. We confirm the exact home-country chain required first — this genuinely differs by country and sometimes by document type within the same country — typically including notary certification, HRD or state-level authentication, and the home-country Ministry of Foreign Affairs stamp, all of which must be completed correctly before the UAE Embassy will even accept the submission. Foreign educational certificates — degrees, diplomas and school certificates issued abroad — are the most common category we handle, usually because a UAE employer or MOHRE is waiting on the file. Commercial documents — power of attorney, board resolutions, incorporation certificates, invoices and trade licences — need this step for cross-border business to proceed, and usually carry tighter deadlines because a bank or DED filing is waiting. Legal and court documents, including affidavits, notarised statements and court orders, also require it for UAE personal status or civil proceedings.

The most common reason a file stalls is a missing home-country MOFA stamp — UAE Embassies will not attest a document that hasn't first been stamped by the issuing country's own Ministry of Foreign Affairs. An incomplete notarisation chain, where a notary or state-level step was skipped, breaks the sequence in the same way. Any spelling variation between the document and the passport will halt the file at either stage. And laminated or visibly altered originals are almost always rejected on sight at the embassy counter.
