Why does a US document need a five-step chain?

A Notary Public verifies signatures, the County Clerk certifies the notary where the state requires it, the state Secretary of State authenticates the county, the US Department of State applies the federal apostille or authentication, the UAE Embassy in Washington DC attests it, and MOFA Dubai completes UAE acceptance. Skipping any step — especially the Department of State — invalidates the entire chain, and this route genuinely varies by which state issued the original document.

Why it matters

UAE employment visas, DHA/DoH/KHDA licensing, family visa sponsorship and Golden Visa applications all require attested US documents, and getting the state-specific routing wrong is the most common reason a US document is rejected partway through.

What to prepare, and what causes rejection

You will typically need the original US document, a colour scan of your passport bio page and UAE visa or entry stamp, a signed authorisation letter if someone else holds the original in the US, and a purpose letter where required.

Only the hard-copy FBI Identity History Summary can be attested — the emailed PDF version is not accepted, which surprises applicants who assume digital delivery is equivalent. The US Department of State only accepts documents already authenticated by the correct state Secretary of State, so skipping that step means outright rejection at the federal stage. Any name mismatch between certificate, passport and Emirates ID blocks downstream UAE applications. And the notary must be commissioned in the same state that will authenticate the document — an out-of-state notarisation breaks the chain.
